Proposed commercial-launch policy • October 14, 2026
Proposed standards — not a statement of currently implemented controls
Status: Proposed standards for Shufl’s planned paid transportation operations. These measures are not represented as fully implemented or currently operational. Final requirements depend on applicable law, insurer approval, technical implementation, and legal review.
1. Purpose and scope
Shufl intends to facilitate prearranged, paid transportation through eligible independent drivers, primarily for families and minor passengers. Before permitting a driver to accept commercial rides, Shufl intends to assess identity, driving eligibility, background information, vehicle documentation, and ongoing compliance. A driver’s membership in a family or community network does not replace screening.
2. Identity, age, and driving eligibility
Shufl intends to verify each applicant’s identity and current driver’s license and confirm that the applicant meets applicable age, licensing, and driving-experience requirements. Shufl currently requires drivers to be at least 18 years old. Additional minimum-age or driving-experience requirements may be established before commercial launch based on applicable law and insurer requirements. Shufl does not currently propose a maximum driver age, provided all applicable eligibility standards are met.
3. Initial driving-record screening
Before authorizing paid rides, Shufl intends to obtain and review a motor vehicle record (MVR) through an appropriate screening provider. Shufl is evaluating Checkr for this function. Driving-history standards and disqualifying violations will be established in accordance with applicable law, insurer requirements, and Shufl’s final eligibility criteria. Applications that do not satisfy those criteria will not be approved for commercial driving.
4. Criminal-history and sex-offender screening
Before authorizing paid rides, Shufl intends to conduct legally compliant criminal-history screening and sex-offender registry screening through a qualified provider. Screening criteria, lookback periods, review rights, and disqualifying findings will be finalized with counsel and insurers. Where consumer-reporting laws apply, Shufl intends to use appropriate disclosures, authorizations, notices, and adverse-action procedures. Shufl will not treat an automated screening result as a substitute for required legal process.
5. Insurance and vehicle documentation
Shufl intends to require drivers to provide evidence of a current personal automobile insurance policy and appropriate vehicle registration and licensing documentation before commercial eligibility. Shufl intends to track documented policy expiration dates, request updated evidence, and prevent ride acceptance when required documents lapse. Evidence of personal coverage is not a substitute for TNC insurance, and Shufl will coordinate commercial coverage requirements with its broker and legal counsel.
6. Ongoing eligibility monitoring
Shufl intends to implement ongoing MVR monitoring, with a formal driving-record review at least annually, and criminal-background rescreening at least annually, subject to provider capability, applicable law, and final underwriting requirements. Material eligibility concerns may trigger additional review, temporary restriction, or removal from driving eligibility. Continuous monitoring and automated eligibility controls are planned, not yet confirmed operational.
7. Reports, review, and driver status
Shufl intends to review credible safety complaints, relevant screening alerts, and reports of disqualifying conduct. Depending on the facts and applicable requirements, Shufl may suspend ride eligibility while a concern is reviewed or permanently remove driving privileges. Shufl intends to establish documented human review and escalation procedures. Driver feedback will come from guardians; minors will not be asked to rate drivers.
8. Data handling and fairness
Shufl intends to limit screening-data access to authorized personnel and service providers with a legitimate operational need. Screening records will be handled under applicable privacy, security, record-retention, and consumer-reporting requirements. Shufl will provide required notices and opportunities to address inaccurate information where applicable.
9. Launch condition and changes
These standards describe Shufl’s intended commercial-launch screening program and do not imply that screening vendors, automated monitoring, or all enforcement workflows are active today. Shufl will finalize the policy, configure operational controls, and confirm legal and insurer requirements before authorizing paid rides. The policy may be revised as those requirements are established.
